Yes, I think that any new content that was not in the original game counts as episodic (other than bug fixes).
To one extreme you could just ship an engine then make all the content available in a long series of periodic downloads over a lengthy interval of time. At the other extreme you could just have two episodes, the game and an expansion pack.
At either extreme, and all the points between, you can gain the advantages in the article.</description>
